Overseas Filipino Workers (OFWs) have long navigated lengthy queues and time‑consuming administrative requirements. Today, a new digital approach –developed through the collaboration between the DataFlow Group and the Philippines’ Department of Migrant Workers (DMW)– is helping streamline this experience for thousands across Dubai.
At the “Bagong Bayani ng Mundo: OFW Serbisyo Caravan,” held at the Dubai World Trade Center on 15–16 November 2025, attention centered on the Overseas Employment Certificate Verification (OECV) platform; a digital initiative designed to simplify and accelerate the contract verification process for OFWs.
The two‑day event brought together the Filipino community and senior government representatives, including the Philippine Ambassador to the UAE, the Office of the President Assistant Communications Manager, the Labor Attaché for MWO Dubai & Northern Emirates, and DMW Undersecretaries.
Their presence underscored the shared commitment to ensuring that Filipino professionals in the region have access to efficient and reliable services.
Advancing Contract Verification Through Digital Innovation
Following the Memorandum of Agreement (MOA) signed between DMW and the DataFlow Group in May 2024, the OECV initiative has marked a meaningful shift toward secure, digital verification. Since its launch, more than 22,000 employer contracts have been verified online, supporting a transition away from manual, paper‑based processes.
“The strategic partnership of our Department of Migrant Workers, the Migrant Workers Office of Dubai, and The DataFlow Group has enabled the successful implementation of Online Contract Verification,” said John Rio A. Bautista, Labor Attaché for MWO Dubai & Northern Emirates. “As of today, 22,000 contracts have been verified online, providing faster and more secure services for our Kababayans.”
To support attendees during the Serbisyo Caravan, the DataFlow team provided on‑site, step‑by‑step guidance; strengthening trust in the digital system and helping OFWs navigate the platform with greater confidence.
Delivering Measurable Benefits to the OFW Community
By transitioning contract verification into a secure digital environment, the OECV program has significantly reduced the need for OFWs to make physical visits to government offices, resulting in meaningful time and cost savings for the community.
Processing times, once extended by in‑person queues and travel, have now been reduced to a 24–48‑hour window. This improvement has led to smoother, more efficient experiences for workers across the region.
“It is now faster and easier for our OFWs to get their contracts verified, and there is less foot traffic in our Migrant Workers Office here in Dubai,” noted DMW Undersecretary Dominique Rubia‑Tutay. “We encourage all OFWs to use this online facility for the time and cost savings it provides.”
