
The DataFlow Group and the Philippines’ Department of Migrant Workers (DMW) have signed a Memorandum of Agreement (MOA) to expand the Online Employment Contract Verification System (OECVS) to OFW destinations worldwide.
DMW Secretary Hans Leo J. Cacdac and DataFlow Group Chief Strategy Officer Amit Gupta formalized the partnership at a signing ceremony held at the Conrad Hotel in Dubai on 9th January 2026.
The agreement marks the global launch of a fully digital platform that enables overseas Filipino workers (OFWs) to submit, pay for, and download verified employment contracts online.
From Pilot to Global Rollout
The OECVS was originally piloted in Dubai in July 2025 through the Migrant Workers Office – Dubai and Northern Emirates (MWO-Dubai). Since then, the system has processed over 30,000 employment contracts, saving OFWs nearly AED 2 million and approximately 137,500 hours in travel and queuing time.
Under the new agreement, the platform will expand to Abu Dhabi, Hong Kong, and Saudi Arabia in the first quarter of 2026. Singapore, additional Middle East locations, Europe, and Asia will follow in the second half of the year. The rollout is expected to benefit 2 to 3 million OFWs globally.
Transforming a Manual Process into a Digital Experience
The platform, branded “Digital, Mabilis, Walang Pila” (“Digitalized. Fast. No queues.”), reduces processing time from days of in-person visits to a 24–48-hour online turnaround. OFWs no longer need to travel to government offices, take time off work, or stand in queues for contract verification.
The system integrates directly with the DMW Portal E-Registration system, automatically generating the Overseas Employment Certificate (OEC) once verification is complete.

Building on a Foundation of Trust
This agreement builds on the Memorandum of Agreement signed between DataFlow and DMW in May 2024, which established the framework for digital verification services. It also aligns with President Ferdinand R. Marcos Jr.’s directive to digitalize vital government services and the DMW’s “Red Carpet, Not Red Tape” approach to serving Filipino workers abroad.
The OECVS complements other DMW digital initiatives, including the OFW Pass and Kumusta Kabayan App, which provide OFWs with secure digital identity and real-time access to government services.
